This property started going downhill in 2019 even before covid hit. This listing is extremely misleading as a lot of the amenities outside your apartment are never working or open. Pool is not maintained and not open to the tenants. Haven't even been able to use it since I moved in bc it's never been opened. And the owners/property manager have no intention of reopening it yet they say we have a pool. The grills do not work and the courtyard plants are not maintained so tree limbs will constantly fall and even fall on your car in the parking lots. This has happened so many times. Spider webs all over the courtyard and will kill most of your outdoor plants so don't bother trying to have a cute garden outside. Also, there is a huge bug problem in all the apartments, roaches, spiders, rats as well as constant plumbing issues where your water will just be turned off for no reason with no notice. Yet they keep raising our rent. Now wanting to charge $50 for each parking spot monthly. When Pasadena has a yearly street parking pass for $100. The paint in the units is a vinyl paint so literally will just start randomly start peeling and get everywhere in your unit. Nathaly is never around and will not respond to your emails, calls or text messages if you have any issues. Good luck reaching her she's on vacation almost every week. The maintenance guy although nice and hardworking is overwhelmed and constantly complains about this property and how disorganized everything is. I honestly feel bad for him. The area is nice and most of the tenants are friendly but there are nicer properties in the area with a property manager or owners who actually care about their tenants. Really disappointed and will not be resigning my lease. I really wanted to like it here but there are way too many issues.

I am a tenant here at 405 N. Madison. I came here on a program called Project Roomkey. I was homeless person for 20 some years. When the Cov.19 started Union Station promised to help the homeless get a new start in life. Union Station got me an apartment here. Union Station pays my rent for two years. They also provided furniture though Amazon. I order a bed that came in five boxes. The walls here are so thin. The tenant up stairs complain about the noise. Trying to assemble the bedroom furniture I recieved thought Amazon. Within my first two months here I was given a taped notice to fix or vacate in three days. I fixed the problem. That's when the problems began. The manager Natalie has harassed the Union Station supervisors to get me out of here. After the one year lease was up. I was told I was being evicted due to the company I keep. My company dressed too scary for the other tenant s. Isn't that a form of discrimination. Plus excessive noise at night. I hum while a paint. I am a canvas painter. Natalie stated that it's not her it's the Corporation that is evicting me. I have never been served paper work of eviction. Remind you the government program is paying my rent. Natalie has been harassing the program to please move me out. Natalie has contacted the government program twice a week consistently to move me for seven months. On the last week of June Natalie taped a three day notice to vacate the apartment. Mind you I never received legal paper work. And the three day notice was never filed with the courts. The government program I am with. Keeps reminding me to not to worry. They have matters in there hands. I am a over fifty year old woman on disability and a patient with Arcadia mental health department. This woman Natalie is a work of art. Our paths never cross and she never talks to me personally. I don't know what I have done wrong. I stay in my apartment and keep to myself. My neighbors are wonderful and very polite. I have recently found out that the apartment manager Natalie is also harassing the other tenants in the program too.. The plumber has been called upon many times due to bad and old plumbing. There are no ramps for the disable. So walking in and out of this apartment is very hard for me duevto my worker. Which I had when I moved in. I was given a bottom apartment cause I am disabled. Roaches and ants are unbearable. The parking stalls have no lighting. So it's very scary to come driving in at night. On numerous occasions the Manger is never in her office. I am a tenant here at 405 N. Madison trying to find another apartment. But until I can this is what I a dealing with here. The apartment manager knew of my backgrounds and was happy to help. What change. I keep Natalie in prayer and I am finding myself feeling scared of this woman. This is my experience here at 405 N. Madison apartments.

Previous bad reviews are all correct, it starts out real nice and pleasant, but goes south fast once they start cashing your checks. Even during a pandemic paying tenants have no value and Winstar, the management company, doesn't care at all about tenant quality of life or security.

If you want any more proof of how Cottages d'Caroline/Winstar operates, the one good review here was written by Rachel Teller, who's not a tenant, but, per her LinkedIn profile, "the Chief Operating Officer of Winstar Properties, and one of the founders of Winstar’s Management branch." This is the abysmal level of integrity at Winstar. Don't say you weren't warned.

Received excellent service here as I was trying to look for an apartment for my wife and I in Pasadena. Nathaly, the property manager, was unbelievably helpful during this whole process. She answered all of our questions patiently. We never felt rushed during our viewing of the unit or lease signing process. Knowing that she would be there to help us if any issues arrived with the property was definitely a factor in helping us make our decision.

If you live on a first floor apartment, you’re gonna have a bad time. Ceiling is so thin that even the slightest footsteps sound like stomping.
